Role and Background

Norman Tuttle is a federal agent and the chief engineer behind the Street Hawk project. Working within the government, he designed the high-tech motorcycle to serve as an effective tool against urban crime. Despite the project being officially shelved by his superiors, Tuttle continued to refine the vehicle in secret, believing in its potential to make a difference on the streets of Los Angeles.

Partnership with Jesse Mach

After selecting police officer Jesse Mach to pilot the machine, Tuttle became his primary handler and technical support. Operating from a hidden command centre, Tuttle monitors the motorcycle's performance and weaponry during missions, providing tactical guidance and remote technical assistance. His expertise is vital to the operation, as he is the only person capable of repairing and upgrading the complex systems that allow the bike to reach extreme speeds.
