Norman Tuttle is a federal agent and the chief engineer behind the Street Hawk project. Working within the government, he designed the high-tech motorcycle to serve as an effective tool against urban crime. Despite the project being officially shelved by his superiors, Tuttle continued to refine the vehicle in secret, believing in its potential to make a difference on the streets of Los Angeles.
Partnership with Jesse Mach
After selecting police officer Jesse Mach to pilot the machine, Tuttle became his primary handler and technical support.
